On 18th Oct. 2005, the 77th Safety Caravan visited was held at to Isogo Engineering Center, Toshiba Corporation, located in Yokohama-shi Isogo-ku

 

Safety Presentation

About 100 persons, including the employees of Toshiba Corporation and cooperating companies, attended the Safety Presentation.

At the beginning of the presentation, Director of the Isogo Engineering Center, Toshiba Corporation, Mr. Kazuo Hayashi addressed the audience saying, "The Isogo Engineering Center is a group of engineers who specialize in nuclear power and who strive to prioritize safety. In order to root/maintain safety culture as an organization it is necessary to share values in regards to safety on a wide scale, which includes group companies and clients, in addition to acquiring technical knowledge and improving our personal safety awareness on a daily basis. I would like this caravan to serve as an opportunity to re-think our safety values and uniform our group thinking about safety.

Safety Presentation

After the address, the director of the Nuclear Safety Network Division (NS net) introduced the activity policies of the Japan Nuclear Technology Institute and gave an update of the NS net division's activities. After that Ms. Kyoko Oba , a research fellow from the Kanazawa Institute of Technology, Applied Ethics Center for Engineering and Science, gave a speech entitled, "Engineering Ethics in Nuclear Power"

During the lecture, Ms. Oba, a research fellow stated,
-Nuclear power is a technology that is difficult for the layman to understand. Electricity as a product can not be seen, what happens during a reaction etc. also cannot be seen, and radiation cannot be seen. What people involved with nuclear power have to realize is that what the layman can see the most are the people who work with nuclear power and the organization which surrounds it, namely the company.
-What is ethical for people involved with nuclear power technology is to think about what it means socially to work with nuclear power and show society that you take pride and responsibility in your work after fully understanding the characteristics of nuclear power. It is important to respond to the questions that the general public wants specialists to answer in your own words.
- Ethics enables you to understand how you should behave and is the ability to live your life better and in a way that makes you, and everyone around you, happy .

Some comments on the questionnaire passed out after the speech noted,

* It was an extremely energetic lecture which I listened to with interest. It was quite different from the abstract image that I had envisioned after hearing the title 'Engineering Ethics in Nuclear Power' and I feel like I was able to deepen my understanding and awareness of engineering ethics through the detailed examples given and institutions introduced.
* There is much discussion about compliance and I try to always think about my actions, but this lecture was the first time I had thought about it in this way and was a good opportunity to further my awareness.
* At first glance, ethics is a topic that seems quite difficult, but the lecture turned out to take quite a different approach from what I was expecting, and I was quite impressed.

(1) Introduction of programs and exchange of ideas

At the Safety Information Exchange Meeting, Manager of the General Affairs Dept. at Nuclear Fuel Transport Co., Ltd., Mr. Yuichi Komakine, introduced details on how safety awareness is being improved at Nuclear Fuel Transport Co., Ltd. and what activities are being done to further improve their organizational climate. In addition, Senior Manager of the Quality Assurance Department at Toshiba, Tsuyoshi Yahagi , explained how they are implementing quality improvement activities by constructing a quality assurance system that integrates all processes from design to procurement, production, site construction and correction/prevention measures in the case of nonconformity incidents, as well as the how they are promoting communication by which all processes are carried out and their policy of strict compliance. After which, information and opinions in regards to the above activities and programs were shared."

(2) Other

The NS Net Division introduced their database and information, etc. in regards to the fostering of nuclear power safety culture that is part of the NS Net Division
