On 16th Jun. 2005, the 74th Safety Caravan visited was held at Sumitomo Metal Mining Co., Ltd., Research and Development Center, Energy and Environmental Division, located in Tohkai- village Ibaraki Prefecture.

 

Safety Presentation

About 25 persons, including the employees of Sumitomo Metal Mining Co., Ltd., , Research and Development Center, Energy and Environmental Division and cooperating companies, attended the Safety Presentation.

At the beginning of the presentation, Mr. Masahiro Nabeshima, Senior General Manager, Research and Development Center,Sumitomo Metal Mining Co., Ltd.,gave an address and said,
"In Ibaraki prefecture they are planning to make a training which is assumed an nuclear accident without announcement, and are already engaging in.But regardless of whether this kind of training is being conducted or not, all of staff in Research and Development Center should be on alert when carrying out their duties. The recommendations of the Nuclear Safety Network in regards to a safety culture of working environment are being embraced and each group leader who is a management supervisor is striving to improve safety activities such as making"Declaration of Safety Initiative. "

Safety Presentation

After the address, The Nuclear Safety Network Div. (NS net) introduced the basic perspectives and action policies of the Japan Nuclear Technology Institute(JANTI),and also explained the present activities of NS net. After the presentation, Mr. Eiji Ohtsuka, head manager of Nuclear Power Training Center at Tomari Power Station, Hokkaido Electric Power Co.,Inc.,gave a speech entitled,"Ensuring Safety at Tomari Power Station"

During the lecture,
-At Tomari Nuclear Power Station there are activities that have been performed with diligence since the beginning of construction of the plant until present day.Some of these,for example,are familiar the plant, being at the site,caring for employees of affiliated companies,taking advantage of later operated plant,sharing a information for each staff's level of problems, organization and the ABC Campaign (Do Everything Correctly No Matter How Trivial Without absence of mind.) These are not particular initiatives,we believe that have been considered important for a long time, and for which the necessity of is occasionally being reaffirmed. It might be best to say that they are part of the culture of Tomari Nuclear Power Station.
-Nuclear energy production is a large undertaking, but the technology is fundamentally established. Problems as a result of "little mistakes" are not acceptable in the world of nuclear energy production. Therefore, abiding by the rules, being careful and taking responsibility at all times is the key to ensuring safety.
-Technological ability is a requirement for safety, and safety can not be achieved without the help of technology. At Tomari , educational training that includes affiliated companies , that focuses on the maintenance/improvement of technological ability, the succession of technological know-how to younger employees and the fostering of personnel are carried out diligently
-There are five devil's rules that jeopardize an organization: "Habituation," "Wrong generalization of experiences," "Memory processing and story creation," "No accident occurrence with manual violation," "Accident occurrence even with manual adherence."
-At Tomari Nuclear Power Station, as a result of the investigation into the Mihama Unit 3 accident, there are no sites where wall-thickness management of piping is not being implemented and proper management is being performed. In addition, the management system, rules and work safety assurance etc. are is being diligently verified and implemented in light of the mid-term interim report released by the accident review committee of Japanese regulator.

 

Some comments on the questionnaire passed out after the speech noted

It was good, everything was explained in detail. Plus, I became fully aware that upper management, employees and employees of affiliated companies must work together in order to ensure safety.

Even though the scale may be different the idea that safety comes first is the same. I would like to implement arrangement and ABC Campaign at my company as well.

I became fully aware that familiar the plant, ABC Campaign, Speak-out campaign for communicating, a certain sense of alertness in a good way at the site and open relationships (doing all work that needs to be done without fail and being cheerful) are vital for ensuring safety and should be incorporated into our normal activities. This was very helpful.

At the safety information exchange session, Mr.Norio Nomura, Deputy Section chief, Safety Administration Section O-Arai Engineering Center, Japan Nuclear Cycle Development Institute (JNC)gave a speech entitled, "Implementation Status of Risk Assessment at JNC O-Arai for Implementation of Risk Assessment Activities' and introduced risk assessment implementation methods, how they were adopted and started, with a focus on how to quantitatively assess and prevent risk due to the fact that administration methods for assessing risk are being demanded in addition to introducing an administration method in which we learn from past mistakes. He also explained how the results 3 years after introduction were analyzed in fiscal 2004 and effectiveness verification and procedures were reworked and as a result large risks are being improved through risk assessment and minor small risks are being improved by KY (danger prediction in Japanese ) method in advance,And Mr. Hiroshi Umezu Chief Engineer at the Sumitomo Metal Mining Co., Ltd., Research and Development Center, Energy and Environmental Division briefly explained the enhancement of safety culture at the Center and explained that, 'It is encouraged to pull out your noticed' card or your 'close call' card, we utilize the merit of being in a small entity by having weekly meetings where outstanding topics are evaluated and the center is meticulous in their response to staff issues. Plus, in February of 2005 we established a safety/health policy and implemented a working safety management system that includes risk assessment.

 

Based on the introduction of the activities the following main opinions were exchanged in regards to the various types of knowledge that concerns implementing risk assessment.

Attention must be called to the fact that risk was not lowered by relying on people. By deepening our understanding of this matter, this method was linked to KY method process along with the implementation of risk assessment and we unified risk assessment and KY method .

The good thing about implementing risk assessment is that the desires of the managers are shared and the awareness of problems on behalf of the workers is reflected in the managers making the site the front lines of prevention.

When looking at the contents of site KY method , there are many different levels, but awareness is improving. It is important to follow up with KY method.

In regards to estblishment of risk assessment, it is important to be responsive. It is important for the workers to become conscious of what is going on by making improvements over about three years. It is also important to review "notice and close call card Once the goals are achieved we can put up the next hurdle.
At Sumitomo Metal Mining, we started implementing risk assessment for worker's safety and health at all branches but how it was implemented and the contents differs according to the site. However, the fundamentals are the same and I think it is important that we evaluate and improve risk while thinking about many different things.
