NSnet 47th Peer Review of . Tomari Nuclear Power Station, Hokkaido Electric Power Co.,Inc. conducted over Three days period starting May25th , was completed. A summary of the review is shown below

1. Reviewed Establishment (Location)

Tomari Nuclear Power Station, Hokkaido Electric Power Co.,Inc. Located in Tomari Village of Sapporo City.

2. Overview of the establishment

The Tomari Nuclear Power Station is located in Tomari Village approximately 70km west of Sapporo City. Its No.1 reactor started operations in June of 1989 and its No.2 reactor in April of 1991. Both its reactors combined have a total rated electricity output of 579,000 kW making it an important energy source for Hokkaido by producing approximately 30% of its electricity. At present construction of a No.3 reactor (rated electric output = 912,000kW) is proceeding and operation is scheduled to begin in 2009.

4. Participation Of Dr. Ohhashi as an Observer

I Honorary professor at Hokkaido University and a specialist in the fields of chemistry and materials, Mr. Hiroshi Ohashi participated as an observer on May 26 th and 27 th and oversaw peer review activities. He was also gracious enough to participate in the review concerning the present state of dealing with the Mihama Unit 3 accident.


5. Results of this review

(1) Main Conclusions
In summing up this review of Tomari Nuclear Power Station, Hokkaido Electric Power Co., Inc. we have not found any item in the nuclear safety field that would lead to a serious accident unless immediate remedies were taken.
In conjunction with the implementation of a quality management system at our plant, the plant director has established “Quality Goals” based on the “Quality Policy” formulated by the president and furthermore, each department (room) head has established “Quality Goals” for their own department (room) while also drawing up an “Implementation Plan” aimed at achieving those goals. These plans have received the authorization of the plant director and every single member of each department has familiarized themselves thoroughly with these plans so as to give birth to a uniform plant-wide consciousness in regards to nuclear safety. They are also actively pursuing compliance and each employee has become thoroughly aware of it through education and workshops lead by the head office. They are also putting effort into work safety and the managers are proving that they are taking safety seriously by the formation of employee patrols, manager patrols in which the plant director participates, and safety and health committee patrols. In wake of the Mihama Unit 3 secondary piping rupture accident, as a PWR equal to that of Mihama Unit 3 they are taking this accident very seriously and diligently.
In the future, it is desired that Hokkaido Electric Power Co., Inc should increase its own safety efforts toward enhanced safety culture, without accepting things as they are.
(2) Good Practices, and Suggestions for Improvement.
  This Peer Review selects good practices that should be widely introduced to other NSnet members and within the nuclear power industry. On the other hand, this Peer Review makes numerous suggestions for improvement that would be useful in improving the safety culture at Hokkaido Electric Power Co., Inc that were the focus of the Peer Review.

  After comparing the practices of Tomari Nuclear Power Station, Hokkaido Electric Power Co., Inc with the best in the nuclear power industry , suggestions to improve and enhance safety activities should be implemented to achieve the highest level of nuclear safety.
  Even if current activities are equal to or higher than general standards in the nuclear power industry, suggestion is taken up in case there is still room for improvement.
