The peer review was carried out to Global Nuclear Fuel-Japan Co., Ltd., over three days from Wed., January 26, 2005 to Fri., January 28 by NSnet. The summary is as follows.

1. Subject business establishment ( Location)

Global Nuclear Fuel-Japan Co., Ltd. Located in Uchikawa, Yokosuka-shi, Kanagawa- ken, Japan.

2. Outline of business establishment, and review subject

Global Nuclear Fuel-Japan Co. Ltd. (GNF-J) has been taking on the business about the fuel to be used in the nuclear power plants in Japan under GNF (Global Nuclear Fuel) as a part of international fuel joint venture that provides design, development and manufactures of the fuel to be used in the nuclear power plants in the world.
JNF, predecessor of GNF was established as a fuel manufacture joint venture of U.S. GE, Toshiba and Hitachi in 1967. The design and the development divisions were transferred of control from three companies in January, 2000, it became the company that takes a share in the joint venture that has a base in Japan and the U.S., and the company name was changed into GNF-J in September, 2001.Ever since the beginning of operation, GNF-J has been producing 70,000 or more fuel bundles up to the present date and delivered them to nuclear power plants of Tohoku Electric Power Company, Tokyo Electric Power Company, Chubu Electric Power Company, Hokuriku Electric Power Company, Chugoku Electric Power Company and the Japan Atomic Power Company.

(Fields of review: education/training, operations/maintenance and specified evaluation items)
Method of review : Regarding the above field, spot observation, interview with persons concerned, and documents confirmation.

4. Results of this review

(1) Main Conclusions
If the review result of Global Nuclear Fuel-Japan Co., Ltd. is summed up, and if a remedial action was not immediately performed in respect of nuclear safety, an item that leads to the occurrence of a serious accident was not found out.
GNF-J defined its “Safety Quality Policy” based on the philosophy of Integrity-Safety-Quality-Output (ISQO). Its president and all employees are promoting various activities based on this policy and the rule of conduct under the policy in order to ensure safety. In addition, the company is making efforts for compliance through active utilization of an ombudsperson system and a periodical “Integrity Education.” Furthermore, all employees received a n “EHS handbook” for guidance on environment/health/safety activities from the company, and are making efforts for ensured safety awareness through this handbook.
Also from now on, Global Nuclear Fuel-Japan Co., Ltd., should not be satisfied with present situation, and to continue the further self-imposed safety efforts aiming at improvement in much more safe culture is desired.
(2) Good Practices, and Suggestions for Improvement.
  This Peer Review selected good practices that should be widely introduced to other NSnet members and within the nuclear power industry. On the other hand, this Peer Review makes made numerous suggestions for improvement that would be useful in improving the safety culture at Global Nuclear Fuel-Japan Co., Ltd .

  Information on good practices incorporating appropriate, effective, and unique methods into activities to ensure safety should be widely distributed to the members of the NSnet and the nuclear industry.

*2 : Suggestions for Improvement
  After comparing the practices of Global Nuclear Fuel-Japan Ltd. , with the best in the nuclear industry, suggestions to improve and enhance safety activities should be implemented to achieve the highest level of nuclear safety.
 Therefore, even if the present activity is beyond the general standard of a nuclear-power-industry community, it may take up as an object of an improvement proposal.
