On 15, December 2004, the 68th Safety Caravan visit was held at Abico Operation & Service Center , Central Research Institute of Electric Power Industry , located in Abico-shi, Chiba Prefecture.
 

Safety Presentation

About 70 persons working in the CRIEPI's Abico laboratory area including Abico Operation & Service Ceneter , attended the Safety Presentation. At the beginning of the Presentation, Mr. Sato, Director of Abico Operation & Service Center , gave an address and said, “ CRIEPI is also making various efforts as a member of NS, but suffering from some troubles including near accidents. We all do want to re-assess this safety issue through his lecture. ”

After the address, Mr. Kasai, General Manager of NSnet , introduced NSnet activities, and this was followed by a lecture entitled “ Efforts to Secure Safety -in the Case of the Shika Nuclear Power Station- ” delivered by Mr. Shimada, Director of Nuclear Training Center , Hokuriku Electric Power Company

In the lecture, “he explained how to avoid human errors in the Shika Nuclear Power Station, showing experiences learned from construction of Unit No.2, as follows.
○ Hokuriku Electric Power Co. promotes company-wide safety activities under the President' message “we make it top priority to ensured safety.” This message is placed everywhere at our workplace so that all employees can see it. Our stations develop operation policies in light of this concept. In particular, we conduct an action to prevent human errors that are said to account for 70 % of all troubles.
○ During a regular inspection, we develop a simple mistake-fighting campaign while conducting the KY action (risk prediction) focusing on “water leakage,” a great contributor to troubles. In addition, in order to vitalize workplace activities, we are trying to enhance our plant identification and improve voluntary maintenance activities, using a method of TPM developed by the Japan Institute of Plant Maintenance.
○ Considering troubles associated with construction of Unit 2, we found the necessity of eliminating labor disasters. A total of 1.53 million persons have been involved in this construction program. 11 disasters that cause a day or more leave have occurred. For this reason, we have created a group for voluntarily promoting safety and health, and are now developing aggressive safety management activities such as study sessions, acquired qualification and safety pre-review.”

Introduction of Activities to Create a Safety Culture and Exchange of Opinions

 

In this exchange session, Mr. Masahiro Kimura, a senior engineer, Nuclear Production Division, Hitachi Ltd., gave a detailed presentation on “field education for preventing the reoccurrence of past trouble cases and ideas and methods for the education” selected as a good practice in a peer review conducted for Hitachi, requested by CRIEPI.

How do you embody disaster demonstration in your education program, although I think it difficult to conduct the education in terms of human resources?

We do it for all employees about four times a year, spending about an hour in one demonstration.

Too many items for a check sheet could lead to a routine checking. How do you use the check sheet in a more effective manner?
No excess of the items provides a good practice. We always review the number of the items and carefully select items with higher importance.
