On 29 May 2004, the 61st Safety Caravan visit was held at Electric Power Development Co., Ltd. located in Chuo-ku Tokyo.

Mr. Akasaka

About 50 persons, including the employees of Electric Power Development Co., Ltd. and cooperating companies, attended the Safety Presentation.

At the beginning of the presentation, Mr. Hino, Executive Officer Nuclear Power Department Director Electric Power Development Co., Ltd. gave an address and said, "Concerning the Oma Nuclear Power Station being planned by our company, we resubmitted the work permit application in March of this year, which undoubtedly lead to restarting work. And when we began this work, safety, our first priority, was reconfirmed and we are aiming as an entire company for the Oma Nuclear Power Station to be trusted by the region and society and provide peace of mind.

Today, Mr. Akasaka, Quality Assurance Section Chief of Kobe Steel, Ltd. will give a presentation that will provide us with useful information for our future safety and quality assurance activities. I would now like to take this opportunity to thank NSnet and Mr. Akasaka."

After the address, Mr. Machida, General Manager of NSnet, introduced NSnet activities, and this was followed by a lecture entitled "Safety activity performed in Takasago Equipment Plant" delivered by Mr.Koichi Akasaka, General manager, Quality Assurance Section, Engineering Division of Kobe Steel Ltd.
During the lecture he said, "When a disaster occurs, we ask "Why wasn't it foreseen?", "Were the dangers forecast?" This is where implementing risk assessment, with participation from all employees, comes in at this company to make improvements not only on specific points but in other aspects as well. Based on the results, risk levels are evaluated, and measures are evaluated and implemented concerning high-risk work. Sampling of "Hiyari-Hatto"(Near Accidents) is also conducted. There are 800-1000 reports every month, including near accidents that have occurred as well as virtual near accidents. Greetings of "for safety", strict enforcement of "individual KY(Dangers forecast)" and dialogues between younger and veteran employees are among some of the safety activities being conducted.
Concerning quality assurance activities, establishing procedures and implementing them thoroughly is important and the same is basically true for work safety."


Safety information exchange session

At the safety information exchange session, we asked Mr. Sano, Deputy Manager, Affairs Department, Tokai Power Station, The Japan Atomic Power Company to give an in-depth explanation about the good practices cited by the peer review of the regarding "simultaneous faxes during emergencies, and reporting and contact by dedicated phone lines."

What would you say are the special characteristics of this system compared with other power plants?

An outline of the occurring phenomenon can be conveyed quickly since messages are conveyed by voice (recording) by the power station chief (on-shift chief) of first-hand information to related personnel in the company.

If there are requests, etc. from outside the company concerning details of the simultaneous reporting, what kinds of routes are available for confirmation?

The information can be confirmed by calling the contact desk in the Emergency Response Office as necessary. The control room does not need to be contacted directly.
