The 52nd Safety Caravan visit to Ikata Nuclear Power Station,
Shikoku Electric Power Co., Inc.

On 28 August 2003, the 52nd Safety Caravan visit was held at Ikata Nuclear Power Station, Shikoku Electric Power Co., Inc., located in Nishiuwa-gun, Ehime Prefecture.

Mr. Kanegae

About 60 persons, including the employees of Ikata Nuclear Power Station and cooperating companies, attended the Safety Presentation.

At the beginning of the Presentation, Mr. Kakinoki, Superintendent, Ikata Nuclear Power Station, gave an address and said, "Today, we will hear a presentation entitled 'Ethics for Engineers and Thinking for Oneself' about the form ethics should be taken for engineers, using the TEPCO problems and the MONJU incident as examples. As we are involved in the work of the Ikata Nuclear Power Station, I feel that improving safety awareness, raising morale and promoting compliance are the most important factors in achieving continuous safe and stable operation. I hope the presentations given today will help engineers prepare themselves mentally."

After the address, Mr. Tanaka, General Manager of NSnet, introduced NSnet activities, and this was followed by a lecture entitled "Engineers Ethics" delivered by Mr. Kanegae, Training Center, The Japan Atomic Power Co.
In the lecture, he said,
(1) The general public places a certain kind of trust in companies and engineers
involved in advanced technology such as nuclear power. There is an unspoken contract between them and the general public demands engineers to exhibit a special sense of responsibility and ethics.
(2) No techniques exist to solve ethical problems easily and without effort. Engineers are required to always think for themselves and act based on their own ethical sense.
(3) At the same time, individuals play many roles in society, some of which carry special obligations and demand individual ethics. Under some circumstance, these roles conflict (requiring one to make a contradictory selection). The issue of how to
overcome these conflicts is left to the individual.
(4) When it comes to how to respond to social and corporate ethical issues, engineers
and individuals must think personally on a case-by-case basis. Therefore, it is important to learn and consider from many case studies, routinely.


Safety information exchange session

At the safety information exchange session, we asked Mr. Akino, Second Operation Section, Ohi Nuclear Power Station, The Kansai Electric Power Co., Inc. to give an in-depth explanation about the good practices cited by the peer review of the Ohi Nuclear Power Station, The Kansai Electric Power Co., Inc. regarding "regularly check for station regulations by establishing a station regulations revision group".

The main information and opinions exchanged were:

The proposals made by one shift group are checked by another shift group and proposals made by the station regulations revision group are checked by another group. Does this allow all shift groups to take a look at the proposals?

For each shift group, a consultation group is decided in advance. Proposals from Group A are discussed by Group B. Proposals from Group B are discussed by Group C. As for the proposals by the station regulations revision group, the night group is asked to discuss the proposals in order to move discussions forward quickly. Discussion groups are selected on a case-by-case basis in consideration of the shift group cycles.

How are station employees contacted once revisions have been made?

E-mails are sent the next day. In light of the instruction issues seen in the JCO incident, important notices are circulated by paper memo to all group chiefs. The details of the revisions are made clear in the curriculum for the education group.
