The 7th Managers' Seminar was held on September 25, 2003, with the participation of about 110 managers from member organizations, at the Electric Power Historical Museum, which is located in Yokohama-City Kanagawa-Pref.
This seminar featured a speech on "the study of failure" and introductions and discussions of case studies of past problems experienced by members and the status of training to avoid such problems. Members also shared information on activities to promote a safety climate and culture.
Before the seminar began, members took a tour of the Electric Power Historical Museum.

Mr. Umezu, Secretary-General, NSnet, gave an opening address, followed by an activities report by Mr. Tanaka, General Manager of Safety Department, NSnet. Mr. Yotaro Hatamura, representative of the Hatamura Institute for the Advancement of Technology, then gave a speech entitled "Where the Study of Failure is Heading".

During his speech, he said that, "Failure is not just about trying anything. Failure should involve solid experimentation, thinking and observations. One should recognize failures as failures and share them with everyone so the culture can be configured. Anything less is not enough." He also spoke about the following issues.
- The necessity of failure
- Utilizing failure
- Causes and effects of failure
- The inevitability of failure
- Communicating failure
- Creative ways to utilizing failure

After the presentations, two member organizations introduced their respective case studies on past problems at each facility and the status of training to avoid such problems. After the introduction, a discussion for the exchange of opinions was held among the venue participants.
