On 6th February 2003, the 47th Safety Caravan visit was held at Hamaoka Nuclear Power Station, Chubu Electric Power Co., Inc., located in Hamaoka-cho, Shizuoka Prefecture.

About 140 persons, including the employees of the Hamaoka Nuclear Power Station and cooperating companies, attended the Safety Presentation.

At the beginning of the Presentation, Mr. Ikeda, General Manager of Hamaoka Nuclear Central Administration Office, gave an address and said, "Lessons were learned from the problems such as with Plant No. 1 and we are putting our utmost efforts in thoroughly implementing safety management. Attending this NSnet safety presentation, I have high expectations for further improvements in safety culture."

After the address, Mr. Tanaka, General Manager of NSnet, introduced NSnet activities, and this was followed by a lecture entitled "Safety, Low Costs, and towards Quality Assurance with Peace of Mind" delivered by Mr. Kudoh, Deputy Manager of Quality Assurance Dep., Mitsubishi Heavy Industries, Ltd.
In the lecture, he said, "What is most important to building a system to achieve safety, low cost and peace of mind at the same time is the people that take part in that system. It takes not looking at people uniformly but creating a menu for each and every person, following up strictly on those results and implementing appropriate education. Moreover, in order to tie this to employee satisfaction (peace of mind), an employee system is being created on an initiative that gives titles a sense of ambition such as the new titles of "Executive Advisory Engineer" as the top for engineers and "Master" for the top in skilled positions."

He was followed by Dr. Taniguchi, Senior Research Scientist of Socio-economic Research Center, Central Research Institute of Electric Power Industry, who gave a lecture entitled "Understanding Judgment Biases".
In the lecture he talked about how, in reality, "rational and optimal decision-making" does not take place in everyday work or in life. That's because various biases arise together with intuitive judgments. If these biases are applied incorrectly, the possibility exists for significant mistakes to occur. Understanding what kind of biases are attached to one's decisions will improve one's judgment ability and be useful in everyday safety work and safety maintenance work, etc.


Safety information exchange session

At the safety information exchange session, we asked Mr. Mieda, Manager of Quality Assurance Group, Quality Assurance Dep., Energy System Div., Ishikawajima-Harima Heavy Industries Co., Ltd. to give an in-depth explanation about the good practices cited by the peer review of the Headquarters Representative's Office, Yokohama District, Ishikawajima-Harima Heavy Industries Co., Ltd. regarding "Nipping the Buds of Potential Non-conformity Quickly".

As a standard, they are held for important products, high-priced products and products in which the manufacturer does not have manufacturing experience.

Specifically, what does the conformity case diagram focus on and how is it done?

Generally, items of non-conformity at our company's manufacturing site are noted on an A3 sheet of paper with an explanation of the event, what the causes were and how it was handled. This is posted in the meeting room together with a notification of the details of the non-conformity for preventing recurrence.
