On 29th August 2002, the 40th Safety Caravan visit was held at Shika Nuclear Power Station, Hokuriku Electric Power Co., Inc., which is located in Shika-machi Hakui-gun, Ishikawa Prefecture.


Safety Presentation

About 120 persons, including the personnel of Shika Nuclear Power Station and cooperating companies, attended the Safety Presentation.
At the beginning of the lecture, Mr. Tiyo, General Manager, Shika Nuclear Power Station gave an address and said, "It is very meaningful to reconfirm the attitude toward safety and maintain safety consciousness on a daily basis through NSnet Safety Caravan visits and so on. The nuclear industry has been developing new technologies for the peaceful use of nuclear power in the private sector since the war. The aircraft industry has taken a path similar to that taken by the nuclear industry, that is developing jet engines and satellites. Mr. Kobayakawa has been endeavoring to develop them to a safe and reliable level in terms of quality. His speech is meaningful as an idea and guideline for us to ensure safety in the future. We would like to make today's speech useful in our future operations."

After the address, Mr. Tanaka, General Manager of NSnet introduced NSnet activities, which was followed by the lecture entitled "Quality Assurance of Satellite Launching Rockets" delivered by Mr. Kobayakawa, Engineering Advisor of Mitsubishi Heavy Industries. Ltd.

In the lecture, Mr. Kobayakawa started with introducing the purpose of space development, an outline and quality assurance of H-IIA rockets, based on his rich experience in the aerospace industry and talked about the activities in terms of manufacturing (including inspections) and quality control for the future space development. In terms of manufacturing, he said that efforts are being made to minimize welding (integration with mechanical processing), and in the terms of quality control, collect and utilize "quality HIYARI-HATTO," analyze human factors using the validation tree method, and enhancing customer/manufacturer information systems.

At the safety information exchange session, we invited Messrs. Takegoshi, Tanaka, and Ito from Ohi Nuclear Power Plant to give in-depth explanation about the good practices at Ohi Nuclear Power Plant, operated by The Kansai Electric Power Co., Ltd., "Promoting safety culture through effective use of performance indicators" and "Safety activities (technology dissemination DB and annual inspection operation DB) of The 1st and 2nd Operation Section of Ohi Nuclear Power Plant."
It was followed by active questions and answers, information and opinion exchange concerning good practices. Subsequently, Shika Nuclear Power Station introduced their activities to promote nuclear safety culture, which was followed by information and opinion exchange.
The main information and opinions exchanged were:
- Who are the target of safety culture and moral training and how often is such training offered? (NSnet)
- The target includes all personnel. Starting this fiscal year, moral education is offered to new employees as part of the new employee education. In addition, we invited Professor Fudano from Kanazawa Institute of Technology to introduce training programs using videos and so on. Currently, we are looking for good educational materials. - What kind of activities do you carry out to raise safety consciousness among cooperating companies?(The Kansai Electric Power Co., Ltd.)
- We have established a council with cooperating companies, which introduces safety at all times. In addition, we have meetings with the top management of cooperating companies without deciding specific themes. We are able to obtain good information since little information is exchanged horizontally among cooperating companies. (The Hokuriku Electric Power CO., Ltd.)
