On 18th Jul 2002, the 39th Safety Caravan visit was held at Keihin Product Operations, Toshiba Co., which is located in Yokohama-shi, Kanagawa Prefecture.


Safety Presentation

About 90 persons, including the employees of Keihin Product Operations and cooperating companies, attended the Safety Presentation.
At the beginning of the Presentation, Mr. Minagawa, Superintendent of Keihin Product Operations, gave an address and said, "We design and manufacture equipment essential to the area of energy and pay sufficient attention to safety first in terms of 'manufacturing.' Due to the characteristics of nuclear power, we are particularly concerned about the safety of nuclear power plants themselves. I believe that today is a good opportunity for those who are engaging in energy, including those who are working for nuclear power plants, to raise their consciousness toward nuclear safety.

After the address, Mr. Umezu, Secretary-General of NSnet introduced NSnet activities,
It was followed by a lecture titled "Consideration of Nuclear Safety" delivered by Mr. Otoha, fellow from the Japan Atomic Power Co., Inc. In it, he spoke about "why safety is not observed" and "how safety should be observed" based on his ample experience in the management of nuclear power plants. He also gave a message to those who are engaging in manufacturing, saying, "I would like you to be always conscious of the problems your customers are facing."


Mr. Nomura

Subsequently, Mr. Nomura, head of the Office of Safety and Control, Japan Atomic Energy Research Institute (JAERI), gave a speech titled "Emergency Response Activities at JAERI" and spoke about emergency response activities of the headquarters and Tokai Research Establishment of JAERI, as well as the situation when the JCO accident occurred.
In the speech, he talked that Crisis control is a state how to apply your sense of crisis management. So, it is necessary to develop the sense to cope with various accidents by regular trainings.

Mr. Koshiba

At the safety information exchange session, we asked Mr. Koshiba, Manager of the Nuclear Power Construction Mechanical Design Sect., Power Generation Div., Chugoku Electric Power Co., Inc. to give in-depth explanation about the good practice from the peer review of Shimane Nuclear Power Station, Chugoku Electric Power Co., Inc., "Thorough Preparation and Execution in a Unified Manner within the Plant for Core Shroud Replacement Work."It was followed by active questions and answers, information and opinion exchange concerning good practices. In addition, Toshiba Co. introduced "Building up Quality and Technology Transfer Regarding the Manufacturing of Nuclear Equipment" as its activity to promote nuclear safety culture, which was also followed by an exchange of information and opinions.

Main information and opinions exchanged were:
- For those who are engaging in the manufacturing of nuclear equipment, how do you carry out training concerning nuclear power? (NSnet)
- We offer training in a general way regarding the general basics of nuclear power. As OJT, we explain, in advance, where and for what purpose they are used, to help people understand the products they work on. By explaining in advance, they are able to manufacture the products with confidence. (Toshiba Co.)
- How do you transfer the know-how and experience you have accumulated to date? (NSnet)
- We try to have experienced workers to transfer them as much as possible. (Toshiba Co.)
- Are your training programs constructed systematically? (NSnet)
- Periodically, we have the design department give in-depth explanations by pointing out one particular piece of equipment. For example, we ask a work group leader of the Nuclear Power Construction Mechanical Design Section to participate and discuss why we are improving it in terms of processing and finishing, looking at drawings handed out in advance. With regard to new products, personnel in charge of design give explanation to the manufacturing department. (Toshiba Co.)
