On February 27, 2002, the 33rd Safety Caravan was held at Ikata Power Station of the Shikoku Electric Power Co., Inc., which is located in Ikata-cho, Nishiuwa-gun, Ehime Prefecture.

About 100 staff of the Ikata Power Station and staff of cooperating companies attended the safety presentation. The director of the power station, opened the safety presentation with the following greetings: "Generally, in these caravans, with respect to the various questions and issues related to our everyday operations of the power plant, we hope to listen to a number of suggestions and frank opinions toward the promotion of safe nuclear power operations from wide-ranging perspectives."

Following introductions of NSnet activities, a lecturer formerly of Toshiba Corp. gave a talk titled "Creation of nuclear power safety based on experience." The lecture included the creation of safety, the mechanisms for preserving safety and methods for the maintenance and continuance of safety (learning from mistakes), based on experiences as a plant manufacturer in its efforts to attain nuclear power safety. |
The lecture touched on such detailed topics as the following:
In order to ensure that accidents do not occur, it is necessary to "create safety (this means carrying out high-quality construction and maintenance in designs incorporating defense in depth)," "establish a mechanism of preserving safety (creating safety and safeguard rules, strictly observing these rules, and having all related personnel maintain a consciousness of safeguarding safety)," and maintain and continue safety (regularly culling the roots of anything unsafe, learning from past experiences and mistakes, and not repeating mistakes)."

At the discussion session, NSnet introduced positive peer review examples, as well as its exclusive website for members, and others.
Additionally, Shikoku Electric Power Co., Inc. introduced the status of its efforts with regard to improvement proposals extracted from the peer review that was carried out in February of last year, as well as other topics.
Among the main opinions to come out of the subsequent discussion included the following:
- I think that last year's peer review has contributed to the heightening of consciousness of safety in our staff.
- As opinions and requests to be made to the peer review, I would like the peer review to narrow its focus in relation with other audits and inspections. In addition, I would hope that the process would let us know the status of other companies, and the like, taking into consideration the inclinations and ideas of the side undergoing the review.
