On January 23, 2002, the 31st Safety Caravan was held at the Japan Atomic Power Company Inc.'s Tsuruga Power Station, which is located in Tsuruga-city, Fukui Prefecture.

Safety Presentation

About 50 staff of the Tsuruga Power Station and staff of cooperating companies attended the safety presentation.
The director of the power station opened the safety presentation with the following greetings: "It is easy to say the phrase safety consciousness fostering, but to ensure that all staff, in other words the entire organization, are actually aware of safety consciousness, unceasing efforts by all related personnel are necessary. Toward that end, I think it is extremely significant to listen to safety-related lectures, and exchange information and opinions, and the like, with people outside the Tsuruga Power Station. I would like to effectively utilize this opportunity to increase safety consciousness."


Safety Presentation
Following introductions of NSnet activities, a lecturer from the Japan Nuclear Cycle Development Institute gave a talk titled "Safety promotion efforts at the Japan Nuclear Cycle Development Institute," in which he explained efforts toward the promotion of safety in the Institute using as lessons the Monju accident involving leaking sodium, and the fire and explosion at an asphalt solidification processing facility.

He also spoke in his lecture about, along with detailed examples, the appearance of the following varied efforts to promote safety being effectively carried out under the consciousness represented by the phrase "safety management is not incidental work, it is absolutely essential work."
-Stipulation of the importance of securing safety as a business policy;
-Fostering of personnel resources through effective education and training;
-Establishment of a crisis management system, among others.

Discussion session

At the discussion session, NSnet introduced positive peer review examples, as well as its exclusive website for members, and others.
The Japan Atomic Power Company then introduced the status of its activities to create a safety culture.

Among the main opinions to come out of the subsequent discussion included the following:
- Confidence of people in society is first gained by having them realize to what extent trustworthy people are taking responsibility and have pride when engaging in their jobs. It is not the result of knowing whether there are personnel there (in the nuclear power facilities) with a high degree of technical skill and specialty knowledge regarding nuclear power.
- It is not easy for companies to know how they themselves are being viewed by directly and indirectly related individuals, in the local community and other areas, but one effective method is inviting people well known in society to give lectures, thereby establishing from our side the opportunity to hear frank opinions.
