On November 7, 2001, the 28th Safety Caravan was held at Global Nuclear Fuel Japan Co., Ltd. (GNF-J), which is located in Yokosuka-city, Kanagawa Prefecture.

Safety Presentation

About 80 staff of GNF-J and cooperating companies attended the safety presentation.
The president of Global Nuclear Fuel Japan Co., Ltd. opened the lecture meeting with the following greetings: "It is extremely critical that the top management have the desire to take the lead in carrying out safety efforts, and I want to do my best in this regard together with all our employees. I hope to make this safety caravan a good opportunity for us to consider our safety activities and to make it a fruitful event."

Safety Presentation
Following introductions of NSnet activities, a lecturer from The Kansai Electric Power Company Inc. gave a lecture titled "Safety management activities at The Kansai Electric Power." The lecture included the company's efforts regarding safety management activities, which place a focus on the positive aspects of any problems that occurred.

The lecture touched on such detailed topics as the following:
- The mental attitude of "learning from problems." In other words, in order to improve safety, we should not focus solely on the negative aspects of such problems; instead, we should learn lessons from the problems. It is important to have a mental attitude that leads to improvements in problems in order to prevent repeating the same errors.
- As ethical training for our engineers, at Kansai Electric Power we have formulated "Checkpoints related to the morals of engineers," which we have classified into four items - "Facts-related organization," "The responsibility of a professional," "Dilemmas as one member of an organization," and "Dilemmas as one member of society." We then conduct efforts such as debates in role-playing style using model examples.
- By fully utilizing the IAEA OSART database, and the like, we are able to learn various lessons through studying the efforts of other operators, and then reflect those lessons in our own safety activities.

At the discussion session, NSnet introduced positive peer review examples, as well as its exclusive website for members, and others.
Additionally, GNF-J introduced its safety activities toward the enrichment and strengthening of its "integrity," which represents a model of ethics, and its own autonomous safety management, as well as toward the maintenance and improvement of its critical management levels.
After that, there were discussions, which resulted in the following opinions.
- To deeply incorporate a safety culture in all employees, we would like you to introduce examples from slightly different perspectives, if there are any. For example, examples of managers that regularly confirm through interviews the status of the execution of the commitment of the people in charge on site, which is an example given in the lecture. Such examples related to people would be extremely valuable to the managers that work on site.
- The "Checkpoints related to the morals of engineers" organizes the precepts for engineers to make judgments and decisions from an independent perspective as engineers, when they are called upon to make their own professional judgments, rather than being guided by a conclusion already determined by the environment within the company.
