On September 6, 2001, the 24th Safety Caravan was held at Tokai Plant, JCO CO.,LTD., which is located in Tokai-mura, Ibaraki Prefecture.
Safety Presentation

About 50 employees attended the safety presentation.

The president of the company opened the safety presentation by saying, "I would like to offer my deep apologies for the grave effects on society that the accident caused. Ensuring safety is an indispensable facet for corporations, and presently, we are carrying out revisions in a drastic way, including of our organizational structure itself and of our education and training. I want to take advantage of today's presentation to work to further foster a safety culture."


Safety Presentation
After the greetings, Secretary-General of the NSnet, Mr. Umezu, introduced NSnet activities. Following that, a lecturer from Tokyo Electric Power Co., Inc. gave a lecture titled "Efforts on the promotion of safety." The lecture included what efforts the world and Japan has made in response to various accidents, including the TMI accident. The lecture also introduced, as a lesson from the JCO accident, legal revisions and electric power company safety measures, and using as an example the safety culture fostering activities of the company's Kashiwazaki Kariwa Nuclear Power Plant, the lecturer spoke in detail about the company's efforts.

He also spoke in his lecture about the following detailed points:
- When an accident such as the TMI accident occurs, history teaches that the national government establishes new systems and orders the operators to make improvements and uses the lessons for the other related companies, in an effort to heighten safety.
- Nuclear energy operators have directly conducted safety activities at their nuclear power plants, and because they have primary responsibility for doing so, they have autonomously promoted security activities.
- There are several matters that must be obtained among the autonomous security activities, but what is now strongly demanded is to be confirmed by a third party that work is being carried out properly, in what can be called accountability, more than fundamental technological skills.
- What will become particularly important in the future in terms of ensuring a safety foundation in corporations is the continuation of activities aimed at fostering a safety culture that stresses an ethical perspective and efforts for the society at large to be able to have a 'sense of security.'

Discussion session

At the discussion session, NSnet introduced the current status regarding the conducting of a peer review and the exclusive website for the members.
Additionally, JCO introduced its activities following the accident, including the formulation of a related action policy, creation of a company action plan, improvement of its organizational structure, checks of legal compliance, and confirmation of the thorough adoption of its education and training programs. After that, there was an exchange of opinions, with the following opinions resulting from the discussions.
- As for the checks of legal compliance, we tried to once again confirm all related laws, execution orders, and regulations, and so on, after the accident, and we are now doing so in general throughout the entire Sumitomo Metal Mining Co., Ltd. group. First of all, JCO has completed its comprehensive inspections. In the future, we are thinking to conduct such inspections throughout the group.
- In establishing communication of information related to safety inside the company and with cooperating companies, it is important to create a situation at which opinions can be exchanged in a frank manner, and then exhibiting action based on those opinions.
- We are utilizing a database called the "SMM report of accident and disaster examples" as an activity for the prediction of potentially dangerous situations. This database is a system of Sumitomo Metal Mining, and it contains accident and disaster information from the entire Sumitomo group. It has been created so that all the group companies can access it, thereby serving to prevent accidents that are similar in nature. Since August 1 of this year, operations that have experienced accidents or disasters input the data directly into the database, and this leads to the quicker exchange and transfer of information.
