On August 23 and 24, 2001, the 3rd Managers Seminar for the management classes of member operators was held at the Joyo Geibun Center, among other locations, in Mito-city, Ibaraki prefecture. Participating in the seminar were approximately 80 managers from various organizations and approximately ten people from cooperating Tokai NOAH Agreement member organizations.
The first day of the seminar was marked by a lecture on the ethics of technology and the introduction of positive examples of peer reviews. On the second day, tours were held at the nuclear power facilities of the Tokai and Oarai Regions.

The presentation started off with Mr. Kitamura, a general manager of NSnet, giving an activity report, followed with a lecture by Jun Fudano, professor of the Kanazawa Institute of Technology, titled "Will technological ethics save corporations? Technological ethics programs as risk management." The lecture touched on "What are the ethics of technology and engineers?," "Technological ethics and corporate ethics," "Is whistle-blowing justified?," and "Creating technological ethics programs", including the current situation in the U.S.

The presentation touched on such detailed topics as the following.
- "The ethics of engineer is not a peripheral topic for engineers. Making ethical judgments about values and actions is the essence of technology, and the ethics of engineers is a core issue related to the consciousness of who they are."
- "Companies must create good technological ethics programs even without engineers engaging in whistle-blowing activities."
"A 'technological ethics program' indicates comprehensive implementation of the encouragement of ethical actions by employees engaged in technical work.
In more detail, it creates ethical outlines and action plans that clarify the self-image of the corporation and its social mission, among other issues, thereby further enriching relevant knowledge. In addition, it creates a section of in-house workers in charge of ethics. The Section will have a consultative functions related to the concept of ethics, compensation system, education and training for fostering of the capability of ethical judgment, continuous revision of ethical outlines and action plans, and explanations to a company's interested parties, and the like."

Introduction of good examples of peer reviews

Introduction

Following the presentation, there was an introduction of positive examples gleaned from among examples of the peer review process carried out at the offices of three companies representing NSnet members: Nuclear Fuel Industries, Ltd., Nippon Nuclear Fuel Development Co., Ltd., and The Tokyo Electric Power Co., Inc. These positive examples included the "Utilization of a human-error database," "Management systems for unsuitable events," and "Reforming workplace culture," among others. Following the introduction, active discussion was held among the participants at the seminar venue.
