On July 6, 2001, the 20th Safety Caravan was held at Central Research Institute of Electric Power Industry's Komae Research Lab, which is located in Komae-city, Tokyo.

Safety Presentation

About 90 people attended the Safety Presentation meeting, including staff of the Komae Research Lab and staff of cooperating companies.

The director of the Nuclear Information Center opened the lecture with the following greetings: "The Komae Research Lab carries out research in a variety of areas including nuclear power, and with regard to the shared nuclear safety culture aimed at by NSnet, I hope that it is incorporated as a general safety culture and fully utilized as a lesson for future work."


Safety Presentation

After the greetings, the Secretary-General of the NSnet office, Mr. Umezu, introduced NSnet activities. Following that, the lecture from Japan Nuclear Cycle Development Institute (JNC), gave a lecture titled "The JCO criticality accident and risk communication following the accident." In the presentation, the speaker touched on the detailed support activities of the JNC at the time of the JCO criticality accident, efforts toward safety promotion in the Institute after the accident, and the establishment of risk communication with the local community.
He also spoke in his lecture about the following detailed points:
- Moving from safety management to crisis management. The major points in this include how to enrich such activities as reinforcing the crisis management system as a kind of autonomous system of preserving safety, as well as systems for work safety and hygiene and education and training.
- In the Safety Specialty Committee at the Tokai Works of JNC, we ask related-experts among local people to participate as outside experts to have their opinions.
- Halting work is crucial if "something is strange" or "if one has a feeling that something is unsafe."
- It is important to realize an anti-disaster system and acquire safety with a consciousness that there is risk inherent in research and development operation in the field of nuclear. With that in mind, we have established a "risk communication study team" that conducts activities toward attaining close communication with local communities regarding the details of any risks and what measures we are taking to avoid such risks.

Discussion session

At the discussion session, NSnet introduced the current status regarding the conducting of a peer review and the exclusive website for the members.
The Central Research Institute of Electric Power Industry introduced the Komae Research Lab's safety and hygiene activities, such as its "Manual for emergency response related to the handling of radioactive materials" and its emergency response training based on this manual that is carried out jointly with local fire department. It also touched on its child-oriented events and the laboratory's tours for local community, with the aim of creating "an open research laboratory."
Among the main opinions to come out of the discussions included the following: "It may be necessary to introduce NSnet activities, which have the aim of improving safety throughout the nuclear industry, widely to the general public."
