On June 13, 2001, the 18th Safety Caravan was held at Nuclear Power Division, Energy Operations Department, Ishikawajima-Harima Heavy Industries Co., Ltd. (IHI), which is located in Yokohama-city, Kanagawa Prefecture.

Safety Presentation

About 110 people attended the Safety Presentation meeting, including staff of the Nuclear Power Division and staff of cooperating companies.

The senior general manager of the Energy Plants opened the presentation meeting with the following greetings: "IHI's Nuclear Power Division supplies most important components for nuclear power, and performs its work with both high responsibility and mission. We consider the nuclear power industry is a potential industry, which can be expected in the future. And, taking advantage of the opportunity presented here today, we would like to have everyone deepen their understanding of safety in the field of nuclear power and work toward securing safety and quality."


Safety Presentation
After the greetings, the Secretary-General of the NSNet office, Mr. Umezu, introduced NSNet activities. Following that, a lecturer from the Kansai Electric Power Co., Inc. gave a lecture titled "Efforts toward enhancing safety management." In the presentation, the speaker touched on efforts adopted by Kansai Electric regarding enhancing safety management at its nuclear power stations, as well as the major points of its error-management system, which led from the results of systemic analysis of previous troubles based on the so-called "tripod theory."
The following detailed points related to securing safety were also presented:
"There is no specific remedy in securing safety; rather it is the accumulation of measure by measure and various activities, and so on. Thus isn't it important for individuals to have the attitude of handling these measures and activities oneself, thereby raising the entire responsible atmosphere of the organization?"
"It is therefore advantageous to understand that there are different ideas of what is and what is not common sense between departments, and thus to consider that there is not necessarily a shared common sense among even people who are working together."
"In enhancing the concept of safety, it is necessary to use information about past problems carefully without allowing too much time to pass, and then fully recognize and incorporate those examples to one's own work."

Discussion session
At the discussion session, NSNet introduced the current status regarding the peer review activities and the exclusive website for the members.
IHI introduced its activities related to the various fields of quality, technology and safety in its Nuclear Power Division titled "Summary of activities taking place in our Nuclear Power Division." After that, there was an exchange of opinions regarding IHI's safety efforts and its NSNet activities, and the like.
The main opinions to come out of the discussions included the following: "There is a need to look into what kinds of primary problems there are from the perspective of danger prediction, and we would therefore like to have people consider the creation of a database that can be used for such a purpose." Also, "Regarding education and training for people working in nuclear power plants, we conduct pre-construction safety and hygiene conferences prior to the start of periodical inspection work, as well as conferences prior to each construction work, making sure that everyone, all the way to the level of laborers, understands the particular details of the work."
