The Top Seminar for fiscal year 2001 for executive officers and directors of NSnet member companies was held at Otemachi Sankei Plaza in Chiyoda-ku, Tokyo on April 13, 2001. Dr. Atsuyuki Suzuki, professor at the University of Tokyo and Mr. Kenjiro Mishima, an adviser to Japan Airlines Co., Ltd. delivered lectures on safety assurance and risk management for nuclear facilities to an audience of about one hundred.

Dr. Noboru Makino, the president of NSnet

In the opening remarks, Dr. Noboru Makino, the president of NSnet emphasized that the most important task hereafter is to promote the familiarization of safety culture as widely as up to the subcontractor people who are actually working at nuclear sites.

Professor Atsuyuki Suzuki delivered a lecture entitled "Nuclear Safety and Risk Minimization." Its main contents were "maintaining and upgrading reliability in a normal state, maintaining and upgrading safety in an abnormal state, and crisis management and upgrading security in case of an accident," "waste disposal and defense in depth," and "risk management strategy and social technology."
Professor Suzuki represented in the lecture that excluding of the human factor as much as possible, in contrast with the conventional approach to safety by wholly physical means, it will be necessary, in view of social trends, to consider the safety assurance as a human system which has the function of always leading human behavior and judgment to the safer side through "defense in depth," "risk informed," and "public involvement," and respect for public opinion.

Mr. Kenjiro Mishima

Mr. Kenjiro Mishima delivered a lecture entitled "Basis of Risk Management in Enterprises" on the risk management from the viewpoint of the enterprise.
In the lecture Mr. Mishima introduced significant statements based on his wealth of experience. Below are some examples:
"The top managers should hold a positive attitude toward risk management and practice it with conviction."
"The most important thing in risk management is to provide necessary preventive means."
"The most difficult thing is to prevent preparedness from deteriorating."
