The FY2000 NSnet Seminar was held on November 28, 2000 at Toranomon Pastoral in Minato-ku, Tokyo,
with the above theme. The seminar was attended by approximately 170 managers and executives from
member companies and related businesses, and was opened with an introductory speech by President Makino.
Following a report on NSnet's activities presented by Secretary-General Umezu, the program featured a
presentation on ethics for engineers, and panel discussions on Peer Reviews.

Professor Yoichiro Murakami,
International Christian University

NSnet Council member Professor Yoichiro Murakami from International Christian University gave a presentation on the subject of engineers' ethics entitled "The Ethics and Safety of Engineers." His report used examples from the Japan Society of Civil Engneers, the Chemical Society of Japan, and the US National Academy of Sciences, and featured a discussion of the current changes in ethics regulations.

The key points of the presentation included the fact that in the United States, a culture is being created in which "whistle-blowing" (the "well-intentioned" reporting of an employee to management by another employee for conduct deemed detrimental to the company and society in general) is promoted among engineers, and in which the individuals who take such action are protected. The importance of mutual understanding between experts including scientists and engineers and society was also emphasized, as was the need for the experts to go beyond the scope of internal Peer Reviews in order to explain to and obtain the understanding of parties outside the organization. Professor Murakami stressed that obtaining the approval of the general public is of vital importance.

The panel discussion following the presentation was chaired by Mr. Hiromi Nakamura, a scientific journalist. Detailed below is the discussion held by the panel, which included Japan Human Factor Institute director Mr. Isao Kuroda and former Yomiuri Shimbun editorial writer Mr. Masao Nakamura, on the subject of expanding Peer Reviews to cover the entire nuclear fuel cycle. This discussion included both the significance and effects of Peer Reviews, and the future aims and the tasks that lay ahead.

The discussion featured lively exchanges, with the following views expressed: "NSnet Peer Reviews are extremely significant in that they reaffirm safety by stimulating voluntary safety activities by utilities with the ultimate responsibility for ensuring safety." "Publicizing Peer Review method and model cases will be necessary to firmly establish and improve the effectiveness of future Peer Reviews." "If the Safety Culture is to be spread and improved, it is vital that top management continually emphasize its importance."
