The First Managers' Seminar was held over a two-day period on September 28 and 29, 2000 in Mihama-cho, Fukui Prefecture. The objective of the seminar, which was attended by management-level personnel from all member facilities, was to significantly increase safety awareness and spread a Safety Culture. To this end, Safety Cultures in other industries were presented, and case studies of practical safety promotion activities by members in the nuclear industry were presented.
Safety Presentation
A safety presentation was given on September 28 at the Institute of Nuclear Safety Systems. It was attended by approximately 80 people from member organizations.

Mr.Hiroyuki Kobayashi from Japan Airlines
The first presentation was a case study of safety management in other industries, which was made by Mr. Hiroyuki Kobayashi, a jumbo-jet pilot and chief of the flight-safety promotion department at Japan Airlines. It was entitled "Understanding human factors in the airline industry," and provided valuable insights into Safety Cultures, safety awareness, and crisis management, based on experiences with safety management in the airline industry.

Mr.Hirokazu Fukui
from Institute of Nuclear Safety System, Incorporated
The second presentation was given by Mr. Hirokazu Fukui, an assistant chief researcher from the Institute of Social Research at the Nuclear Safety System, Incorporated. The lecture, entitled "Leadership for safety," discussed the important role of leadership in safety management.

Discussion of safety promotion activities by representative members
The program was concluded with reports on the current state of safety promotion activities in the nuclear industry given by four representative members--Japan Atomic Power Co., Nuclear Fuel Industries Ltd., Mitsubishi Heavy Industries, and the Japan Nuclear Cycle Development Institute. This was followed by a lively discussion among all attendees.
A wide range of viewpoints was expressed by those who filled out the questionnaire distributed following the seminar, including the following comments: "The presentation describing experiences with safety culture, safety awareness, and crisis management from the viewpoint of a pilot responsible for a large number of people's lives was highly persuasive and extremely valuable." "It was a very worthwhile presentation that renewed my belief that leadership can be improved through training, and that the awareness and efforts of individuals are vital." "It was a valuable opportunity to learn about safety promotion activities in other industries. I hope that there will be more such opportunities in the future.

On September 29, site visits were arranged to the Japan Nuclear Cycle Development Institute, the Monju Construction Office, and the Kansai Electric Power Co. Mihama power station.
