I am Akisuke Naruse, the manager of the NS Net Division.
The NS Net Division is formed on the basis of NS Network, established in December 1999 in reflection to lessons learned from the JCO incident.
NS Network is a network of mutual exchange, set up by the nuclear energy industry members to share and enhance safety culture in the industry.
Based on the commitment by nuclear-related business operators to ensure prioritization of safety from senior executives to frontline workers, the Network has worked toward building a safety climate in individual organizations and members, while facilitating reviews and information exchange, so that members can compare among themselves, adopt Good Practices, and learn from each other to achieve nuclear safety assurance.
Main achievements before our Division's takeover of NS Network include:
1. 45 Peer Reviews by industry experts
2. 72 Safety Caravan sessions to proliferate safety culture
3. Information exchange / dissemination and brochure publication on safety
Just over five years into its establishment, NS Net is making a fresh start as part of the operations of the Japan Nuclear Technology Institute.
Based on past activities and achievements at NS network, our Division will further improve / evolve the activities, and incorporate cutting-edge methodologies and information from overseas, as we implement operations in partnership with other Divisions (Information & Analysis Division and Standard Development Division).
As in the days of NS Network, our main activities are as follows:
1. |
Peer Review |
|
Peer Reviews will be further developed and enhanced, based on past performance. |
• |
The Review Team Leader will be selected from within the Institute to ensure a consistent standard in the level of evaluation, while Institute experts (from the Information & Analysis Division and Standard Development Division) will be invited as Reviewers. |
• |
People from other industries and nuclear energy experts are also invited to introduce third-party perspectives to evaluation. |
|
• |
Methodologies from U.S. INPO and WANO are employed to enhance reviews on electric power companies (power plants). |
2. |
Proliferation of safety culture |
|
• |
Seminars on the theme of nuclear safety are organized for senior executives and managers at member organizations so as to support the proliferation of nuclear safety culture. |
|
• |
Division members and internal / external experts visit member premises to conduct safety seminars and information exchange sessions aimed at raising safety awareness and sharing / enhancing safety culture among members. |
3. |
Information exchange and safety information dissemination |
|
• |
Websites and email newsletters are used to publicize the status of NS Net activities. |
|
• |
Brochures on nuclear safety culture are produced and distributed to provide relevant information. |
These are the outlines of the Division's immediate activities. Your continued support, cooperation and guidance would be appreciated.
