I. Administration Policy
  The Institute amasses all the capacities of the nuclear energy industry, and undertakes the following operations with the aim of developing the technological foundation, promoting proactive safety activities and achieving industry revitalization, which is the common interest of all industry employees:
  • Promoting safety culture
• Gathering, analyzing and utilizing information
• Promoting the development of private-sector standards
• Developing the technological foundation
• Fostering and maintaining nuclear technology experts
  In FY2005, the institute seeks the smooth transfer of various business operations, such as information gathering / analysis / utilization and safety culture promotion, from the Central Research Institute of Electric Power Industry, Nuclear Information Center and Nuclear Safety Network (NS Net), so as to ensure solid transition and further development. The new business area of private-sector standard development / promotion is undertaken appropriately in close coordination with relevant organizations.
  Efforts will also be made to explore activities for fostering / maintaining nuclear technology experts, which is the area envisaged for the future.

II. Plans
  The following are operation plans for four divisions that make up the Institute.

1. General Affears Division
[Basic activity policy]
 
 In the inaugural year of FY2005, the Division builds the management foundation, and undertakes organizational development.
 The Division draws up mechanisms and rules for smooth business administration in the perspective of common benefits among members (i.e. "Members" as defined under the Chukan Hojin (intermediary corporation) Law").
 
(1)  Drawing up various codes to build / develop management foundation

 Building / developing management foundation in the revenue aspect
(3)  Conducting checks and reviews on the organization
(4)  Organizing public communication with members and providing other services
(5)  Exploring activities for developing technological foundation and fostering / maintaining nuclear technological experts

2. Operating Experience Analysys Division
[Basic activity policy]
 
 The Division takes over and enhances activities relating to information gathering, delivery and utilization, previously undertaken by the Nuclear Information Center, established within the Central Research Institute of the Electric Power Industry in 1983 in reflection of lessons learned from the TMI (Three Mile Island) accident.
 The Division explores the use of operation information and equipment reliability data from nuclear power facilities (nuclear power plants and Japan Nuclear Fuel's fuel cycle facilities) in risk assessment and facility maintenance.
 
(1)  Using operation information from nuclear facilities to conduct event analysis and issuing recommendations based on analysis findings (horizontal implementation for preventing the occurrence of similar events)

(2)

 Conducting trend analysis on operation information to provide feedback to plant operation / maintenance work
(3)  Sharing operation information / equipment reliability data, utilizing the data in PSA / risk assessment, drawing guidelines for standard RCM / CBM processes and examining the possibility of database development
(4)  Using PI (performance indicators) and other means to evaluate power plants
(5)  Disclosing information on problems subject to legal control, maintenance quality information and other data
(6)  Coordinating with INPO and WANO

3. Nuclear Safety Network Division
[Basic activity policy]
 
 The Division takes over and further develops the safety culture promotion business and the inaugural purport of NS Net, established in reflection to lessons learned from the JCO incident.
 The Division seeks to optimize NS Net based on its past activities, and improve the current Peer Review system while keeping its positive aspects intact.
 
(1)  Peer Review activities (trialing and assessing enhanced Peer Review activities on electric power companies and Japan Nuclear Fuel)

(2)

 Proliferation of safety culture (conducting senior executive seminars, manager seminars and Safety Caravan sessions)
(3)  Information exchange / dissemination on nuclear safety (providing information through websites and email newsletters for members and the general public)

4. Codes and Standards Division
[Basic activity policy]
 
 Specialists are assigned to the Division to provide support in the development of private-sector standards.
 In the inaugural year of FY2005, the Division examines the needs of the nuclear energy industry, draw up a future roadmap, and engages in discussions with members on efficient ways of promoting standard development.
 
(1)  Identifying industry needs and drawing up a roadmap
  Specialists in plant administration and nuclear cycle / waste disposal will work on identifying industry needs and drawing up a roadmap.
(2)  Supporting the development of industry codes and standars
  Provide support for developing private-sector standards based on industry needs identified in (1) regarding plant administration and nuclear cycle / waste disposal. Also, accumulate technical information, obtained in the course of these efforts, as the institute's technological foundation, and use it as the basis for facilitating future activities.
