  • I am Takashi Dodo, director of the Codes and Standards Division.

    I have been working in nuclear power related activities over the last 32 years in several power companies, and using what I have learned over that time, I hope to help establish codes and standards that will lead to improved reliability of nuclear power.

    In the nuclear power sector in Japan, an arrangement where government regulatory organizations establish codes and standards down to the specifics and the private sector observes them has continued for many years, but recently, an evaluation using voluntary consensus codes and standards has been advanced among the relevant parties. In light of this movement, as part of the establishment of JANTI, a new division was established with the aim of supporting the creation and maintenance of codes and standards, for which there was no similar organization in the private sector in Japan or even abroad.I have been put in charge of that division.

    Needless to say, for using nuclear power, the priority is to ensure safety, but the constant challenging issues for engineers are what kinds of rational methods to use. Voluntary consensus codes and standards work to systematize the knowledge gained from such challenges and apply such knowledge to worksite construction, operation, and maintenance.

    However, if codes and standards are created just by private sector engineers employed in the nuclear power industry, the process may devolve into self-flattery. On that point, this division has been working to organize the knowledge of our private sector engineers to create what will become the basis of the codes and standards. In order to have the codes and standards assessed broadly, the division plans to submit them to academic conferences and associations, in which scholars with deep academic knowledge and persons responsible for the government regulations participate in.This results in that we will receive opinions from the general public, and using the opinions, the codes and standards will finally be complete. In order for the voluntary consensus codes and standards to be successful through such an extensive process, it will be necessary to have a considerable amount of time and manpower. While the process has been under development by this organization, a number of engineers in the nuclear power industry have taken initiative on these tasks on a voluntary basis and achieved results. Amid the role of voluntary consensus codes and standards increasing, we aim to support such tasks and to further accelerate those initiatives not only on a voluntary basis. However, we plan to do this on an organizational basis in the nuclear power industry.

    It has been three years since our inauguration in FY 2005, and in view of the state of creating voluntary consensus codes and standards during this period of time, academic societies have completed their own thoughts on a considerable number of standards centering on the standards for light water reactors.It goes without saying that the cooperation of experts who have participated in these discussions has been monumental, and in addition to the smooth progression of planning by these experts, JANTI also takes pride in having played a positive role.

    Since codes and standards bearing the JANTI name do not appear in the tables, people may not have realized the encouragement from JANTI.However, when the codes and standards of the Japan Society of Mechanical Engineers, the Atomic Energy Society of Japan, the Japan Electric Association and so on go are released to the world, I hope it is understood that even though it is a limited scope, the industry is being supported in the background by JANTI.

    In FY 2007 we worked on 50 codes and standards; 30 of which we were able to provide new materials for assessment by academic associations.

    hree years have passed since the division was founded, staff has been increased and experience has been gained while receiving advice from those concerned. Therefore, I feel a strong sense that we are finally on track with this operation. However, there are still issues for the nuclear power industry, and I intend to rise up to the expectations of the public and to take action with renewed vigor.
