The International Symposium on Seismic Safety of Nuclear Power Plants
and Lessons Learned from the Niigataken Chuestu-oki Earthquake

  The Niigataken Chuetsu-oki Earthquake with a seismic intensity of 6.8 on the Richter scale occurred in the vicinity of the Kashiwazaki-Kariwa Nuclear Power Station of Tokyo Electric Power Company on July 16, 2007. Four reactors, which were either operating or during a start-up, automatically shut down as designed, and the important safety functions of "shut down", "cool down", and "confine" for reactor safety, were maintained at all 7 reactors. However, a fire broke out on the Unit 3 house transformer, and there were minuscule amount of radioactive leaks on Units 6 and 7, leaving issues for emergency preparedness. Since the earthquake, the Kashiwazaki-Kariwa Nuclear Power Station has been carrying out inspections and restoration work at the reactor and turbine facilities. Also, a geological survey including active fault identification is underway. The results of these efforts are now undergoing scientific study and evaluation.
 
As the study and evaluation make progress, the industry has two major roles to play. First, to collect technical expertise with respect to maintenance of facilities and operation management, with safety as the underlying premise, in order to improve seismic safety of nuclear power stations. Second, to provide necessary information and explain these matters to the public including local residents of the power station. Accordingly, it was decided to hold an international symposium in the local area of the Kashiwazaki-Kariwa Nuclear Power Station for experts from all over the world to gather and for the public to participate.The focal areas of the symposium will be: integrity evaluations of equipment affected by the earthquake; earthquake induced ground deformation; and emergency preparedness and fire protection. The details of the symposium are as follows.
