Tokyo Electric Power Company conducted its response during the accident, giving highest priority to injecting coolant into the reactor. From the beginning, it was their policy to inject seawater after fresh water had been depleted, and it was not a measure taken out of the concern that the reactor would be decommissioned.
The main reasons for the delay in injecting seawater at the power station are as follows.
(1)Work was carried out to arrange fire-fighting vehicles and lay seawater hoses so that seawater could be injected into the reactor, but debris from the tsunami in the vicinity of the quay hindered this work.
(2)Ultimately, the seawater hoses laid and the fire-fighting vehicles arranged were damaged by the hydrogen explosion, and the work had to be performed once again.
(3)After the hydrogen explosion, there was no alternative but to perform the work in on-site conditions with extremely high radiation dose.
